SIG: Allows the President to speak to Congress and America with ease.

DEF: An agreement between the executive branch and a foreign government, which acts as a treaty but does not require Senate approval.
EX: America and England make an agreement not to declare war on one another but don't write it on paper.
SIG: Allows the President to make a treaty with a foreign nation without Senate approval.
